At any rate, Google does it with its own employees, too, with their 20% work scheme, where employees are allowed 20% of their paid time to work on personal projects. If they get good ideas, they get to launch these as mainstream Google services (of course, Google gets the gazillions, and the employee probably gets a bonus). I hear Gmail and AdSense were products of this system.
